Ferrovial Agroman is awarded a new contract for the design and construction of a motorway in Northern Ireland

Ferrovial Agroman has been awarded the contract to design and construct the motorway A8 Belfast to Larne, on the outskirts of Belfast.

The contract, tendered by the Roads Service authority, has been awarded to the consortium formed equally by Ferrovial, Lagan, and Costain. The project, valued at £102 million, is a target cost contract (NEC3 Engineering and Construction Contract – Option C – Target Cost). The design and construction of the motorway will last 34 months before it is opened to traffic. There will be an additional seven-month period before the sowing and planting of trees is completed.

This is the first ECI (Early Contractor Involvement) contract awarded to Ferrovial Agroman. ECI contracts have two phases. In Phase 1, which in this case was awarded in January 2010, the constructor plays a consultant role, advising the client on matters such as construction methodology, design optimization and the land acquisition process. Once Phase 1 is completed, the constructor and the client negotiate the price and conditions of Phase 2, which is the traditional design and construction process.

The A8 runs 20km north of Belfast. It is the natural corridor with the Port of Larne, host to a large percentage of freight transport between Ireland and Great Britain. The 14.5km motorway has an average daily traffic of 17,000 vehicles. These works will also include the construction of a 3.5km bypass around the village of Ballynure. The cross section consists of four 3.65m lanes as well as both interior and exterior 1m hard shoulders.

Eleven structures will be constructed in total, including those in the five new intersections. In addition, there will also be a new roundabout intersection. Earth moving will involve approximately 1.3 million m3 of excavation and 1 million m3 of embankment. This will affect a large number of services, including more than 15km of fiber optic cables, two 110 kV high-voltage transmission lines and a 400mm gas pipeline. The administration and construction of the works for the 173 affected landowners is another significant challenge.

Ferrovial’s presence in Ireland

Ferrovial Agroman entered the Irish market in 2002. Since then, the company has constructed 177km of motorways and 145km of secondary and local roads. Key projects among the motorway contracts are: M3 Clonee – North of Kells, the Newry bypass, the A1/N1, both of which are vital pieces in the motorway connection between Dublin and Belfast, the M4/M6 Kinnegad to Kilcock, and the upgrade of the M50 motorway bypassing Dublin.

Ferrovial, via its subsidiary company Cintra, is responsible for the management of 90km of toll roads on the motorways M4/M6 and M3 in the Republic of Ireland. Ferrovial, via the Amey/Lagan consortium, is also responsible for maintaining 145km of motorways in the A1 and A4 corridors in Northern Ireland.

Ferrovial Agroman is currently designing and constructing the N3 Butlersbridge to Belturbet Road Improvement Scheme in the central part of the island.
